Coinbase makes Luxembourg its European crypto-services hub under MiCA

A 27-person office now anchors Coinbase’s EU crypto operation, but its importance lies in the legal transfer of regulated business from Ireland to Luxembourg.

Coinbase’s new Luxembourg office is small by the standards of the Grand Duchy’s banking and fund industry. But the legal business it carries is large: the US crypto group has made Coinbase Luxembourg S.A. the regulated entity through which it provides crypto-asset services across Europe. The move makes Luxembourg a live test of whether the EU’s Markets in Crypto-Assets Regulation, or MiCA, can turn one national authorisation into a credible single-market framework.

The company inaugurated offices at 58 Boulevard Grande-Duchesse Charlotte on 24 June. Chronicle.lu reported that 27 people worked from the office at that point. That is a modest staff base, and Coinbase has not published an audited local headcount. Yet it follows a 2025 commitment, reported by the Luxembourg Times, to hire 22 people in the country by the end of that year.

A Luxembourg company, not a brass-plate licence

The operative entity is Coinbase Luxembourg S.A., a société anonyme registered under number B292147. Coinbase’s current legal notice gives the Boulevard Grande-Duchesse Charlotte address and says the company is supervised by Luxembourg’s Commission de Surveillance du Secteur Financier, or CSSF.

Coinbase says the CSSF has authorised the entity as a crypto-asset service provider, or CASP, under licence N00000004. The status is independently reflected in the French AMF’s public list, which records a Luxembourg MiCA licence dated 20 June 2025 and permission to serve France under free provision of services. ESMA’s central MiCA register is designed to publish precisely such national authorisations across the Union.

The published permission set is material. It covers:

  • custody and administration of crypto-assets for clients;
  • exchange of crypto-assets for funds or other crypto-assets;
  • execution, placing, reception and transmission of client orders; and
  • transfer services for crypto-assets.

The list does not show a permission to operate a trading platform. That distinction matters because a European customer can deal with a Luxembourg-regulated provider even where execution involves other venues. Coinbase’s own migration notice says trades may be fulfilled outside an EU trading venue, including on Coinbase Exchange.

The transfer from Ireland

The Luxembourg operation is more than a new address. Coinbase told European customers that crypto-asset services would move from Coinbase Europe Limited to Coinbase Luxembourg, while e-money services would remain with Coinbase Ireland Limited. The customer notice set out a phased migration during 2025.

There is independent regulatory evidence for the change. In a December 2025 settlement notice, the Central Bank of Ireland said Coinbase intended to transfer Coinbase Europe’s business to its MiCAR-authorised Luxembourg group entity, and that Coinbase Europe would cease conducting business in Ireland.

“I am pleased to lead Coinbase’s European MiCA business from Luxembourg,” Jean-Baptiste Graftieaux, Coinbase Luxembourg’s chief executive, wrote after the office inauguration.

Coinbase Luxembourg also has electronic-money-institution status for electronic-money-token services, according to the company’s legal notice; the CSSF likewise identifies it as both a CASP and an electronic-money institution. That status should not be confused with its CASP permission, nor with all e-money services for European customers, which Coinbase says continue to be supplied from Ireland.

The jobs are regulatory and operational

The local roles visible in public recruitment material give a clearer picture of the hub than the headcount alone. A Coinbase posting for a senior compliance associate describes work on local policies, regulator engagement, annual reports, consumer protection and AML/CFT oversight. Other Luxembourg vacancies have covered operations, outsourcing oversight and regulatory reporting. This is the architecture required to run a supervised cross-border entity, rather than a large retail-support centre.

Armstrong’s original hiring ambition was deliberately open-ended.

“and then grow from there,” Brian Armstrong said of the Luxembourg hiring plan in June 2025.

Whether the office grows substantially remains unproven. The confirmed takeaway is narrower: Coinbase has a physical Luxembourg base and a locally supervised entity carrying a wider European crypto-services mandate.

Why Luxembourg’s test matters

MiCA’s promise is that a CASP authorised by one national supervisor can serve the wider EU under a common rulebook and notification process. The final transition period for Luxembourg virtual-asset providers ended on 1 July 2026; the CSSF says providers without the appropriate authorisation must wind down EU activity in an orderly way.

For Luxembourg, Coinbase offers a concrete measure of the model’s appeal. The country has won a regulated entity, specialised compliance and operations jobs, and responsibility for supervising a business serving clients beyond its borders. The harder test is ongoing: whether the CSSF can supervise that cross-border activity effectively, and whether MiCA delivers consistent consumer protection when a customer, a licensed provider and an execution venue may sit in different jurisdictions.
